Brief


Melbourne’s City of Stonnington is undertaking a masterplan to restore vibrancy and prosperity to the once-iconic Chapel Street corridor. They appointed a Hassell-led consultant team to bring the 2013 ReVision structure plan into a new era of detailed, best practice implementable changes with a focus on resolving modal shifts and decluttering the ground plane.

 

Approach


Left Bank Co. reviewed previous engagement activity on Council’s recent strategies. We came to the conclusion that whilst community aspirations had been established through prior consultation efforts, the stakeholders and partners that would ultimately support Council to realise the transformation hadn’t the chance to contribute.

We undertook a series of presentations, workshops, targeted interviews and focus groups with stakeholders to understand their visions for the street, their appetite to contribute the implementation of the masterplan and what they needed from Council to do so.

 

Impact


With the input of state and utility agencies, local traders and associations, peak bodies and Councillors, we were able to produce a vision that presented the possibilities and trade-offs of transformation to the community for testing.

Hassell was able continue masterplanning with clear direction due to our alignment of the big-picture vision, the smaller steps to realise it and the implementation partnerships required for this once-in-a-generation revitalisation.
