Unsolicited Bid for New Health Infrastructure

Client: Calvary Healthcare

Location: Tasmania

Year: 2017 - 2018

A unique proposition for the people of Tasmania

Brief

Calvary Healthcare is one of the country’s leading providers of health infrastructure. With an already significant role in the provision of Tasmania’s health care services, Calvary were looking to approach the Tasmanian Government with an unsolicited proposal to expand their services and build a new private hospital.

Approach

Left Bank Co. were engaged by Calvary to develop the unsolicited bid for this new healthcare facility, following the government’s unsolicited proposal guidelines while building a compelling picture of the benefits and value of this new facility. Unsolicited bids are an important part of how government does business with the private sector. But these are more complex than meets the eye, as the proponent has to pass the ‘uniqueness’ test whereby the value could not be created through any other transaction or any other party. We worked closely with the team to explore the project opportunity and ensure that the submission presented a watertight proposition that could not be overlooked.

Impact

Calvary was successful with the initial stage of bidding. They have progressed to more detailed negotiations with the State Government, with the opportunity undergoing further assessment by Government.
