Brief


Campbelltown City Council is planning for a more liveable future for its growing population. The Cultural Heart Precinct is a 150-hectare designation in the heart of the city centre with significant private and public investment occurring in the coming years, and several further projects under planning and consideration. Council sought advice on how cultural- and urban planning could execute the Precinct’s vision: to be ‘the heart of culture, community, health and arts facilities, defined through a Connecting with Country approach’.

 

Approach


Left Bank Co. undertook a literature review, a building audit of Council’s assets, several workshops with Council staff and a masterclass with landholders and Precinct stakeholders to narrow down the planning interventions that Council could deploy to realise their ambitious vision. We then tested our recommendations with their strategic and statutory planners, with First Nations planning experts and with the developers that Council would look to partner with to deliver the Precinct key moves.

 

Impact


We delivered a Statement of Advice that identified actions for Council to mobilise across five enablers, laying the foundational conditions for the Precinct, and four strategic focus areas, homing into different aspects of the vision to be pursued across different parts of the precinct.

The Statement of Advise strategically grouped actions into mechanisms through which Council could funnel appropriate resourcing in its Delivery Program and Operational Plan. Because of the rigorous methodology we designed, Council can pursue these mechanisms knowing they have the feedback and support of stakeholders.
